I agree, flexibility in interior space use is very important to the long term suitablilty of the building being planned.
To that end consider enclosing the second floor balcony space at the north end of the building for year round use. Increase the size of the area at the south end of the building alloted to meeting room space and incorporate a stage/auditorium style space for the performing arts programs the library presents. I would do this even at the expense of reducing the size of the space alloted to the main library reading room on the first floor.
